Where the concept came from
Every new technology reaches the people with the most first. We exist so AI is different.
The AI Power Gap™ is the distance between the institutions that can govern AI well and the people those institutions serve. Our founder saw that gap up close for three decades, long before AI arrived.

Rural school district technology leadership
Led technology for a rural Alabama school district, where access was never guaranteed and every decision touched students directly.

Municipal government and public infrastructure
Delivered city systems and fiber-to-home projects, learning how technology choices shape whole communities.

Utility cooperatives across eight states
Guided technology programs for more than 30 rural electric cooperatives.

Doctoral research in Digital Stewardship, with a concentration in AI Ethics and Governance, becomes a practice: the AI Power Gap™ Framework and the Ascend AI NOW™ Framework for Responsible AI.

Meet the founder
Dr. Alexis S. Smith
Technology executive · AI governance strategist · Educator
Dr. Alexis S. Smith brings 30+ years in technology, with leadership roles since 2007 as a two-time district Chief Technology Officer, an enterprise IT architecture leader, and now Founder and CEO of Ascend AI NOW, LLC. She is an AI governance strategist and educator. Her leadership spans K–12 education, public safety, municipal government, and healthcare, bridging enterprise technology and responsible AI innovation.
A former Chief Technology Officer for Montgomery Public Schools and Bullock County Schools in Alabama, she led district technology operations supporting over 30,000 students and 45,000 devices. She subsequently led enterprise solution architecture at Blue Cross Blue Shield of North Carolina.
Dr. Smith serves as a Global Ethical AI Delegate for the USA Chapter of Women in Ethical AI, CoSN Thought Partner and K–12 CTO Academy Mentor, Fractional Chief AI Officer for MedCore, and Adjunct Professor of Artificial Intelligence at Carolina Christian College. She is a member of Black Women in Artificial Intelligence (BWIAI) and builds AI content-safety solutions using NVIDIA APIs.
She created the Ascend AI NOW™ Framework for Responsible AI, AI Power Gap™ Readiness Index, and AI Governance Velocity Gap™ assessment. She publishes Closing the AI Power Gap™ and authored The AI Power Gap™: Governance Capacity in Enterprise Adoption (DOI: 10.5281/zenodo.22017354).
Her work advances equitable, accountable AI adoption, particularly in under-resourced educational communities.
Dr. Smith holds a Doctorate in Digital Stewardship (AI Ethics and Governance), is a Certified Executive Coach and TAIMScore™ Certified Assessor, and is a 2026 Global Ethical AI Congress Leadership Award honoree and Black Leaders Worldwide Woman to Watch.
